EHCAI Governance & Management Structure

Excel Hort Consult Agribusiness Incubator (EHCAI) is guided by a Board of Trustees composed of seven members with diverse expertise in development, public service, and private sector leadership. The Board provides strategic oversight and advisory support to the organization.

The Board of Directors offers overall leadership and guidance, supporting fundraising, partnerships, and collaboration with key stakeholders. The Board also sets organizational policies and supervises the secretariat, while members contribute technical expertise in their respective fields.

Operational management is led by the Chief Executive Officer (CEO), who works with a multidisciplinary team including the Operations Manager, Agribusiness Manager, Regional Managers, Capacity Development Manager, and Finance and Administration Manager.

EHCAI operates through six regional offices located in Mbarara, Arua, Kasese, Kabale, Kampala, and Mbale, enabling decentralized program implementation. The team is supported by specialists such as Value Chain Specialists, Agribusiness Officers, Marketing Officers, and Communication and Public Relations Officers, as well as a network of associate consultants who provide additional expertise when required.

Prof. Alex Ariho

Director General (DG)

Dr. Alex Ariho is an agribusiness incubation and global agribusiness value development expert with over 15 years of experience in business management and program coordination. He currently coordinates Agribusiness Incubation for job and wealth creation in 54 African countries. African Agribusiness Incubators Network (AAIN) is one of the technical arms of African Union Department of Agriculture and Rural Economy where Alex plays a critical role in creating jobs through incubation and business modeling as an expert.

Fred Twinobusingye

Chief Executive Officer (CEO)

Fred Twinobusingye is a seasoned Business and Financial Specialist with over 25 years of experience in the banking and financial services sector. He holds a Master’s degree and a Bachelor’s degree in Business Administration and has served at technical, middle, and senior management levels. Fred has extensive expertise in financial services, agribusiness value chain development, business acquisition and acceleration, and promoting financial inclusion through initiatives such as Emyooga SACCOs, the Parish Development Model (PDM), and the DRDIP program.

Ms. Bazitire Grace

Director Human Resource & Administration (DHR & ADMIN)

Bazitire Grace is the Director of Human Resource and Administration at Excel Hort Consult Agribusiness Incubator (EHCAI), operating across East and Central Africa in agribusiness trade, investment, and incubation. She is also the Founding Director of the Uganda Women Agribusiness Incubator Network (UWAIN) and Director at Glowlink Uganda.

With over 20 years of experience, she is a performance-driven HR professional specializing in human resource management, business incubation, mentorship, leadership development, and operations. She is a strategic partner known for driving HR initiatives that enhance employee engagement and organizational performance.

Bazitire Grace holds a Master’s degree in Management Studies (Human Resource Management) alongside multiple qualifications in HR, business administration, procurement, and business incubation. She has worked with both local and international organizations, including AMREF, Uganda Revenue Authority, Posta Uganda, and Excel Hort Consult Agribusiness Incubator.

Dr. Charles - Lwanga Malingu

Director, ICT Innovation & Knowledge Management (DIIKM)

Charles-Lwanga Malingu is the Director of ICT, Innovation, and Knowledge Management (DIIKM) at Excel Hort Consult Agribusiness Incubator (EHCAI). He is an experienced information systems consultant with extensive expertise in applying digital solutions to support community development and public sector transformation. Since 1994, he has trained thousands of civil servants and political leaders across Uganda in the use of ICT for governance, service delivery, and local development.

At EHCAI, Charles leads digital transformation initiatives that strengthen enterprise development among refugee and host communities, working closely with partners including the Food and Agriculture Organization (FAO), Outbox, the United Nations Capital Development Fund (UNCDF), and the Mastercard Foundation. His research explores how emerging technologies such as Artificial Intelligence and the Internet of Things can drive innovation in environments with limited connectivity. He holds a PhD in Information Security Management and is accredited as a Business Incubation Management Expert.
